面向共同富裕的农民精神生活秩序建构:实践逻辑与路径选择

摘　　要：促进农民精神生活共同富裕是实现全体人民共同富裕的题中之义。从历时性上看,在国家与乡村社会的互构下,农民精神生活大体经历了伦理化、国家化和个体化的变革历程。从共时性上看,家庭是中国农民生活的核心单元,以其为中心,农民精神生活秩序结构可划分出“功能性—价值性”和“个体性—社会性”两个维度,并形成以劳动生产、闲暇娱乐、人情往来、伦理体验为表征的实践样态。在现代性力量作用下,当前农民精神生活秩序结构出现“去联结化”趋势,分别表现为土地流转与确权政策下的劳动生产排斥、空间错配和组织缺位下的闲暇体验萎缩、规范弱化和利益博弈下的人情交往异化、模式转型与功能整合下的伦理策略运作。以内外协同为导向,提出优化土地政策和强化集体统筹、营造公共空间和激活组织动员、国家制度嵌入和精英协同治理、家庭政策完善和村庄情理调控四种路径,以期为形塑农民精神生活共同富裕秩序提供实践载体、体验效能、规则基础和主体动力。Promoting the common prosperity of farmers'spiritual life means realizing the common prosperity of all the people.From a diachronic point of view,under the interactive construction of the state and rural society,farmers'spiritual life has generally experienced the process of ethics,nationalization and individualization.From the synchronic point of view,the family is the basic unit of farmers'life in China.Centered on it,the order structure of farmers'spiritual life can extend from two dimensions:“functionality-value”in the vertical direction and“individuality-sociality”in the horizontal direction,and form an ordered pattern composed of different fields such as labor production,leisure and entertainment,human relations and ethical experience.Under the influence of modernity,there is a trend of“decoupling”in the current order structure of farmers'spiritual life,which is expressed as the exclusion of labor production under the policy of land transfer and confirmation of rights.They are the shrinking of leisure experience under the policy of spatial mismatch and organizational vacancy,the weakening of norms and the alienation of human interaction under the interest game,and the operation of ethical strategies under the mode transformation and functional integration.Guided by internal and external cooperation,this paper puts forward four paths:optimizing land policy and strengthening collective planning,creating public space and activating organizational mobilization,embedding national system and elite collaborative governance,improving family policy and regulating village sense,to provide practical carrier,experience efficiency,rule basis and main motivation for shaping farmers'spiritual life and common prosperity order.
