新时代高校思想政治教育制度效能的衡量要素、问题透析与提升路径

摘　　要：高校思想政治教育制度在新时代得到了前所未有的发展,制度优势逐渐显现。揆诸当下,这一制度通过其系统化的价值引领与规范化的实践保障,为国家培养具备坚定理想信念、家国情怀与社会责任的时代新人,充分发挥了应有的制度功能,增益了服务中国式现代化建设的人才支撑。新时代高校思想政治教育制度效能的衡量要素主要涵括制度建设发展的科学度、制度运行机制的效率度、制度组织机制的聚合度、制度评估机制的合理度。以制度效能的衡量要素为切入点,结合制度推进实践,发现阻滞高校思想政治教育制度效能提升的主要问题表征为制度发展不足致使制度效能提升乏力、制度运行机制梗阻延迟制度效能发挥、制度组织机制相对分散消解制度效能作用、评估机制合理度欠佳致使制度效能提升后劲不足。在透析问题中锁定影响高校思想政治教育制度效能提升的主要症结并以此为依循,着力从优化制度建设、贯通制度运行机制、聚合制度组织机制、完善制度评估机制等向度探索提升高校思想政治教育制度效能的有效路径,以实现新时代高校思想政治教育制度高阶发展与高校思想政治教育工作提质增效的互动互促、双向跃升。The ideological and political education system of colleges and universities has achieved unprecedented development in the new era,and the advantages of the system have gradually emerged.At present,through its systematic value guidance and standardized practical guarantee,this system has cultivated new generation with firm ideals and convictions,family and country feelings and social responsibilities for the country,giving full play to its due institutional functions and promoting the talent support for serving the Chinese path to modernization.The measurement factors of the effectiveness of the ideological and political education system in colleges and universities in the new era mainly include the scientific degree of system construction and development,the efficiency of the system operation mechanism,the aggregation degree of the system organization mechanism,and the rationality of the system evaluation mechanism.Taking the measurement elements of institutional effectiveness as the starting point and combining system to promote practice,it is found that the main problems hindering the improvement of the efficiency of this system are characterized as the lack of institutional development resulting in the weak improvement of institutional efficiency,the obstruction of the institutional operation mechanism which delays performance of institutional effectiveness,the relatively scattered institutional organization mechanism to reduce the role of institutional effectiveness,and the lack of stamina for improving institutional efficiency due to the poor rationality of the evaluation mechanism.Through analyzing problem,the main crux of the problem affecting the improvement of the efficiency of this system is identified and followed,and efforts are made to explore the effective path to improve the efficiency of this system from the aspects of optimizing the system construction,connecting the system operation mechanism,aggregating the system organization mechanism,and improving the system evaluation mechanism,so as to rea
