摘　　要：在当今剧变时代,社会治理面临日益复杂的顽劣问题,传统的治理范式难以应对这些不确定性挑战。本文以共创范式为核心,探讨如何通过多元主体的协作与创新来提升社会治理效能。本文首先分析了剧变时代带来的不确定性和顽劣问题的特征,指出传统自上而下的治理方式在面对这些问题时的局限性。其次,本文通过对共创范式的理论基础进行梳理,揭示其在复杂环境中的独特优势。通过实际案例“村长工作坊”,本文展示了共创范式如何在乡村振兴的背景下应用,并通过多方参与和持续反馈实现创新和灵活性。最后,文章提出了提升社会治理效能的政策建议,强调共创范式在应对不确定环境时的适应性和韧性。本文的贡献在于提出了一种以共创为基础的社会治理框架,为应对剧变时代的复杂社会问题提供了新的理论视角和实践路径。In the era of rapid and profound change,social governance is confronted with increasingly complex wicked problems,which traditional governance paradigms struggle to address effectively.This paper explores how the co-creation paradigm can enhance the efficacy of social governance through collaboration and innovation among multiple stakeholders.The paper first analyzes the characteristics of uncertainty and wicked problems brought about by the era of rapid change,highlighting the limitations of traditional top-down governance approaches when dealing with these issues.It then reviews the theoretical foundations of the co-creation paradigm,revealing its unique advantages in complex environments.Through the practical case of the"Village Head Workshop,"this paper demonstrates how the co-creation paradigm can be applied in the context of rural revitalization,achieving innovation and flexibility through multi-party participation and continuous feedback.Finally,the paper proposes policy recommendations for enhancing the efficacy of social governance,emphasizing the adaptability and resilience of the co-creation paradigm in the face of uncertainty.The contribution of this paper lies in proposing a co-creation-based framework for social governance,offering new theoretical perspectives and practical pathways for addressing complex social problems in an era of rapid change.
