摘　　要：我国AI技术的发展呈现出蓬勃的态势,未来将深刻改变人们的生活和工作。文中阐述了我国AI大模型发展现状、问题、特点、技术框架,并介绍了政务大模型的构建过程,提出了以“数据治理+模型训练+组件管理+代码工厂”的实践路径,不断培育和训练更多的成熟大模型,助力政府在决策、执行、监督方面的履职能力提升。The development of AI technology in our country is showing a vigorous trend,which will profoundly change people̓s lives and work in the future.This paper elaborates on the current situation,problems,characteristics,and technical framework of AI big models in China,and introduces the construction process of government big models.It proposes a practical path of“data governance+model training+component management+code factory”to continuously cultivate and train more mature big models,and help the government improve its ability to perform its duties in decision-making,execution,and supervision.
