摘　　要：简化和协调贸易程序是“一带一路”贸易便利化的核心内容,法律保障是“一带一路”贸易程序简化和协调的内在要求。“一带一路”贸易程序简化和协调法律保障已取得了一定的进展,但仍存在不足,不适应“一带一路”贸易程序简化和协调发展的需要。因此,应完善“一带一路”贸易程序简化和协调法律保障体系,明确法律保障的原则,健全贸易程序简化的协调机制,强化通关电子化的保障机制,推动国际标准的采用,强化海关、边境机构的合作机制,实施“单一窗口”制度,完善风险管理制度和争端解决机制。Simplification and coordination of trade procedures is the core of trade facilitation in the Belt and Road.Legal protection is an integral requirement to simplification and coordination of trade procedures in the Belt and Road.Legal protection on simplification and harmonization of trade procedures in the Belt and Road has gotten some achievement,but there are still shortcomings.Therefore we should establish of comprehensive legal protection system on simplification and coordination of trade procedures in the Belt and Road,establish reasonable principles of legal protection,establish and improve coordination mechanism,strengthen the safeguard mechanism of electronic clearance,promote the adoption of international standards,strengthen customs cooperation mechanisms and the cooperation mechanism of border agencies,implement the“single window”system,and improve the risk management system and dispute resolution mechanism.
