非常态时期回应型政策范式转向及其发展困境——以支持企业复工复产的“组合式”政策为例

摘　　要：在非常态时期,党和政府出台支持企业复工复产的"组合式"政策具有回应型政策范式转向特点。通过对广州720家企业开展网络问卷调查发现,"组合式"政策具有"精英俘获"的倾向,即政策资源的分配并未改变经济社会风险在企业内部的积聚结构,从而帮助弱势企业获益更多。"精英俘获"现象出现的根源在于,具有渐进主义特征的回应型政策范式未能打破常态时期的政策动员能力和政策分配规则,进而导致短期政策的目标锚定偏差。对此,应坚持短期与中长期政策制定相结合、"经济—社会"领域平行推进的总体原则,通过将非常态时期的部分政策制度化,发挥政府、市场、社会合力,提高政策产出价值,以政策创新改革掣肘企业发展的机制障碍等方式,系统性地增强企业应对外部风险的韧性。In the abnormal period, the party and the government issued the "combination" policy to support enterprises to resume work and production, which is characterized by the responsive policy form shift. Through an online questionnaire survey of 720 enterprises in Guangzhou, it is found that the "combination" policy has the tendency of "elite capture", that is, the allocation of policy resources does not change the accumulation structure of economic and social risks in enterprises,so as to help vulnerable enterprises to gain more benefits. The root of the phenomenon of "elite capture" lies in the fact that the responsive policy form with the characteristics of gradualism failed to break the policy mobilization capacity and policy allocation rules in the normal period, and leading to the deviation of short-term policy target anchoring. In this regard, we should adhere to the combination of short-term and long-term policy, "economy-society" parallel advance in the field of general principles, through the period of abnormal part of the policy of institutionalization, government policy, market and society together to improve output value, the constraint on the reform of policy innovation mechanism obstacle of the development of enterprises, systematically the enhancement enterprise dealing with external risk of toughness.
