“五全保护”理念下历史文化名城保护规划编制探索——以韶关为例

摘　　要：历史文化名城是一座城市历史沉淀的精华,集中承载着城市发展的历史信息、特色风貌以及生活方式,是最具活态的文化遗产。在总结上版保护规划存在问题的基础上,提出了新时期保护规划编制的“五全保护”理念,即“古今时间全贯通、城乡空间全覆盖、资源要素全囊括、保护展示全方位、社会公众全参与”。以韶关历史文化名城保护规划为案例,从梳理历史文化发展脉络、凝练历史文化价值、构建保护格局、建立保护对象体系、构建展示利用格局、营造多元共治氛围等方面开展新时期名城保护规划的编制探索。A historical and cultural city is the essence of a city's history and the most active cultural heritage,which is concentrated on carrying the historical information of urban development,characteristics and lifestyle.On the basis of summarizing the problems in the previous version of the protection planning,this article proposes the"Five Full Protection"concept for the compilation of the protection planning in the new period,which includes"full integration of ancient and modern times,full coverage of urban and rural spaces,full inclusion of resource elements,full aspect of protection and exhibition,and full participation of the general public".Taking the protection planning of historical and cultural city of Shaoguan as a case study,this article carries out compilation exploration for the protection planning in the new period,which includes sorting out the historical and cultural development context,condensing the historical and cultural values,constructing the protection pattern,establishing a protection object system,constructing the display and utilization pattern,and creating a diverse governance atmosphere.
