摘　　要：社会政策建设水平与发展程度已成为中国式现代化创造的社会制度文明的基本体现。中国目前已经建成世界上覆盖人口规模最大的社会政策网络、供给内容体量最大的社会政策体系、蕴含丰富政策实践智慧的社会政策实践机制,这为构建具有中国特色的社会政策知识体系提出迫切要求。实践智慧是对中国社会政策实践的知识凝练,是一种不同于理论知识与经验知识的实践知识。实践智慧的生成主体为能动的政策制定者或执行者,生成于能动的政策制定者或执行者与政策制定或执行地方性情境的互动,兼具道德维度和技术维度,是社会政策实践者将“好的”社会发展主观见之于客观的过程,并具有地方性知识与普遍性知识的合一、合目的性与合规律性的合一、道义与功利的合一、制约性与能动性的合一等特征。The level of social policy construction and development has become the basic embodiment of the social system civilization created by Chinese path to modernization.China has currently established the world’s largest social policy network covering the largest population,the largest social policy system providing the largest amount of content,and a social policy practice mechanism containing rich policy practice wisdom,which urgently requires the construction of a social policy knowledge system with Chinese characteristics.Practical wisdom is a condensed knowledge of China’s social policy practice,which is a practical knowledge different from theoretical knowledge and empirical knowledge.The generation subject of practical wisdom is the active policy maker or executor,which is generated through the interaction between the active policy maker or executor and the local context of policy making or execution,with both moral and technical dimensions.It is a process in which social policy practitioners subjectively see“good”social development as an objective,and possess characteristics such as the unity of local knowledge and universal knowledge,the unity of purposefulness and regularity,the unity of morality and utilitarianism,and the unity of constraint and initiative.
