摘 要:为加快推进农村供水高质量发展、巩固提升农村饮水安全成果、支撑乡村全面振兴,水利部办公厅2024年印发了《关于开展县域农村饮水安全标准化建设工作的通知》,要求以县域为单元创新体制机制,梯次推进县域农村饮水安全标准化建设,明确了总体要求、建设标准、必备条件及程序要求、保障措施等。详细分析了县域农村饮水安全标准化建设必备条件、4项建设标准和15项具体指标,将指标依据属性划分为稳定类和动态类,梳理各项指标主要影响因素,指出重点关注内容,提出进一步保障水质安全、完善工程体系、强化数智化建设等方面的思考与建议,以助力实现农村供水“三个转变”,全面推进农村供水高质量发展。县域农村饮水安全标准化建设是一项持续性工作,也是一项系统性工作,不能追求暂时性或阶段性达到建设标准,需要持续优化工程布局、强化水质保障和加强运行管护工作,确保稳定安全供水。To accelerate the high-quality development of rural water supply,consolidate and enhance rural drinking water safety achievements,and support comprehensive rural revitalization,the General Office of the Ministry of Water Resources issued the“Notice on Implementing Work of Standardization Construction for Rural Drinking Water Safety in Counties”in 2024,which calls for county-level institutional and mechanism innovations,a phased approach to rural drinking water safety standardization,and defines overall requirements,construction standards,necessary conditions and procedural requirements,and safeguarding measures.This study provides a detailed analysis of the essential conditions,4 construction standards,and 15 specific indicators outlined in the standardization framework.The indicators are categorized into stable and dynamic types based on their attributes,with a systematic examination of key influencing factors.The study highlights priority areas such as strengthening water quality assurance,improving the engineering system,and advancing digitization,in order to achieve“three transformations”and high-quality development of rural water supply.The standardization of rural drinking water safety in counties is a long-term and systematic process that should not be driven by temporary or phased achievement of construction standards.Instead,continuous optimization of infrastructure planning,water quality security measures,and operational management is essential to ensure a stable and safe water supply.
