摘 要:协同优化网储荷资源是提升配电网承载大规模分布式新能源接入能力的必然选择。考虑分布式储能、新型柔性负荷等灵活性资源友好互动和配电网络拓扑结构优化的互补影响,建立储、荷侧侧灵活性资源开发与配电网变电容量和联络拓扑升级改造协同优化的混合整数二阶锥规划模型;结合配电网中分布式光伏渗透率的时序提升特征,采用模型开展网储荷多形态灵活性资源协同优化规划,可测算分布式光伏渗透率不同发展阶段下配电网多资源投资需求及结构变化;最后,开展某整县光伏试点配电网区域内配电网及储荷灵活性资源实例协同规划方案仿真分析。结果表明,网储荷协同方案相比于仅考虑配电网络升级改造的基础方案,可大幅降低配电网新增变电容量投资需求,改善多资源投资结构,算例中该方案的变电容量扩容、联络线路建设、分布式储能及柔性负荷投资占比分别为23.8%、39.9%、24.4%和11.9%。通过分布式储能、柔性负荷等分布式资源开发与配电网升级改造投资间的互补优化,可有效提升配电网适应分布式光伏高渗透率接入的投资经济性,推动配电网高质量发展。Coordinated optimization of grid,storage,and load resources is the inevitable choice for enhancing the capacity of distribution networks to accommodate large-scale distributed renewable energy integration.Considering the complementary effects of the friendly interaction of distributed energy storage,new flexible loads,and the optimization of distribution network topology,a mixed-integer second-order cone programming model for the coordinated optimization of storage and load side flexible resource development and distribution network upgrading is established.Combined with the temporal improvement characteristics of distributed photovoltaic penetration rate in distribution network,the model is used to carry out the coordinated optimization planning of multi-form flexible resources of network storage and load,which can measure the multi-resource investment demand and structural changes of distribution network under different development stages of distributed photovoltaic penetration rate.Finally,the simulation analysis of the coordinated planning scheme of distribution network and storage load flexibility resources in a county photovoltaic pilot distribution network area is carried out.The simulation results show that the grid-storage-load coordinated scheme can greatly reduce the investment demand of new substation capacity in the distribution network and improve the multi-resource investment structure compared with the basic scheme that only considers the upgrading and transformation of the distribution network.In the example,the substation capacity expansion,contact line construction,distributed energy storage and flexible load investment of the scheme account for 23.8%,39.9%,24.4%and 11.9%respectively.Through the complementary optimization between the development of distributed resources such as distributed energy storage and flexible loads,and the investment in distribution network upgrading,can effectively enhance the investment efficiency for the distribution network to accommodate high photovoltaic penetrati
