摘　　要：全国碳市场已经稳定运行2个履约周期,钢铁行业作为高能耗、高污染、高碳排放行业,同时也是我国国民经济的支柱产业,即将下一步纳入全国碳市场。通过对现有地方碳市场中钢铁行业排放类别、履约边界、配额分配方法、配额发放方式等对比,分析总结地方碳市场经验,借鉴优良做法。从覆盖范围、政策制定、数据报送、核算指南、配额分配方案等多方面提出钢铁行业配额分配的建议,为钢铁行业顺利纳入全国碳市场,以及实现碳达峰、碳中和目标提供重要参考。The national carbon market has been operating steadily for two fulfillment cycles.As a high energy consumption,high pollution,and high carbon emitting industry,the steel industry is also regarded as a pillar industry of China s national economy and is about to be included in the national carbon market in the next step.By comparing the emission categories,performance boundaries,quota allocation methods,and quota distribution methods of the steel industry in existing local carbon markets,analyze and summarize the experience of local carbon markets,and draw on good practices.Suggestions for quota allocation in the steel industry are proposed from various aspects such as coverage,policy formulation,data submission,accounting guidelines,and quota allocation plans,providing important references for the smooth integration of the steel industry into the national carbon market and achieving carbon peak and carbon neutrality goals.
