点状供地助力乡村振兴的作用机制探析——基于“人-地-产-权-钱”五位一体视角

摘　　要：点状供地作为一种新的土地供应模式,在保障乡村产业用地供应、提升土地利用效率方面发挥着重要作用。本文基于“人-地-产-权-钱”五位一体视角,结合广州市从化区西和小镇点状供地案例,分析点状供地助力乡村振兴的作用机制。研究发现,点状供地通过凝聚治理主体形成联动聚力,以点带面盘活乡村土地资源,延伸链条推进乡村产业融合,优化程序规范产权流转,开源节流拓展收益空间,破解“人-地-产-权-钱”困境,优化乡村生产、生活、生态功能,推动乡村全面振兴。未来可完善点状供地政策配套体系、科学实施点状规划、制定并规范项目验收、加强点状供地供后常态化监管,更好地为乡村全面振兴服务。As a new mode of land supply,spot land supply played an important role in ensuring land supply for rural industries and improving land utilization efficiency.Based on the“five-in-one”linkage perspective of“people,land,industry,rights,and money”,this paper analyzed the mechanism of spot land supply in rural revitalization by using the case of spot land supply in Xihe Town,Conghua District,Guangzhou.The study found that,by aligning governance actors,spot land supply generated synergistic effects that revitalized rural land resources from points to areas.This approach extended the industrial chain to promote rural industrial integration,optimized procedures to regulate the circulation of property rights,and expanded revenue space by both increasing sources and reducing expenditures.In doing so,it solved the dilemma of“people-land-industry-rights-money”,optimized the production,living,and ecological functions of rural areas,and promoted comprehensive rural revitalization.In the future,more efforts should focus on improving the supporting policy system for spot land supply,scientifically implement spot planning,formulating and standardizing project acceptance,and enhancing regular supervision after spot land supply,so as to better serve the comprehensive rural revitalization.
