区域土地用途转换碳效应及碳汇补偿机制研究——以湖北省为例

摘  要:探讨区域土地用途转换下碳汇补偿机制对促进实现“双碳”目标具有现实意义。本文运用碳排放系数法测算湖北省2010—2020年土地用途转换净碳汇量,并以净碳汇量时空分析为基础,引入湖北省各地区的碳排放权分配额度探索区域土地用途转换的碳汇补偿机制。结果表明:(1)2010—2020年湖北省土地用途转换产生的净碳汇总量呈下降趋势;(2)2010—2020年湖北省土地用途转换碳汇划分的补偿赔偿区和受偿区在数量上较为稳定,但有部分地区赔偿和获补情况发生改变;(3)2010—2020年,湖北省赔偿区需要支付的土地用途转换碳汇补偿资金和受偿区获得的碳汇补偿资金都普遍上升,赔偿区和受偿区优先级有较大变化,但变化没有明显规律。Exploring the carbon compensation mechanism under regional land use conversion was of practical significance to promote the realization of“Dual Carbon”.The carbon emission coefficient method was applied to measure the net carbon sink of land use conversion in Hubei Province from 2010 to 2020,and based on the spatial and temporal analysis of the net carbon sink,the carbon emission right allocation quota of each region in Hubei Province was introduced to explore the carbon sink compensation mechanism under the regional land use conversion.The results showed that:(1)The total net carbon sink from land use conversion in Hubei Province showed a decreasing trend from 2010 to 2020;(2)The compensation-indemnification areas and compensated areas divided into land-use conversion carbon sink in Hubei Province from 2010 to 2020 were relatively stable in terms of quantity,but the indemnification and compensated situations changed in some areas;(3)From 2010 to 2020,the amount of compensation funds for carbon sink required to be paid for land use conversion in indemnification zones and the amount of compensation funds received by compensated areas in Hubei Province both generally rose.There were large changes in the priorities of compensation areas and compensated areas,but there was no significant pattern to the changes.
