政策网络视角下都市圈协同治理模式识别

摘　　要：实现都市圈内政府、市场、社会多主体行动的有效协调与有序整合是促进国土空间高质量发展的重要手段。本文提供了基于政策网络的分析框架,对中国34个都市圈的协同治理网络进行了结构性分析,揭示了都市圈治理过程中多方参与主体间的协同关系与模式特征。结果表明,随着都市圈发展能级的提升,参与都市圈建设的政府与非政府行动者的数量逐步增加,并逐步由领导组织型网络治理发展为行政组织型网络治理。都市圈间治理模式的差异也反映了资源分配的地区不平衡,位于较发达地区的都市圈倾向于拥有更多行动者,且更依赖行政组织的推动作用。It is an important way to promote the high-quality development of territorial space that realizing effective coordination and orderly integration of multi-participants actions of government,market and society in metropolitan areas.This paper provided an analytical framework based on the policy network and conducted a structural analysis of the collaborative governance network in 34 metropolitan areas in China.It revealed the collaborative relationships and model characteristics among multi-participants in the governance process of metropolitan areas.The results showed that as the improvement of the development level of metropolitan area,the number of government and non-government actors involved in the construction of metropolitan areas has gradually increased.Furthermore,the governance model gradually evolved from a leadership-oriented network to an administrative organizational network.The differences in the governance patterns among metropolitan areas also reflected the regional imbalance in resource allocation.Metropolitan areas located in more developed areas tend to have more actors and rely more on the driving force of administrative organizations.
