摘 要:数字经济发展极大推动了生产组织方式和劳动雇佣关系的变革,对非正规就业群体养老保险参与是改善还是恶化在学术界存在不同的观点。本文基于2012—2018年四轮中国劳动力动态调查数据(CLDS),考察了城市数字经济发展通过劳动力市场对非正规就业群体的养老保险参与的影响,实证检验发现:城市数字经济发展通过收入改善效应提高了非正规就业群体的参保概率,支持了改善的观点;异质性分析表明,第一、三产业从业者、低技能从业者、赡养负担较轻的非正规就业群体改善效果更显著;进一步研究发现,数字经济发展通过技能收入分化影响了参保种类的选择,利用数字技术促进社保监督的社会参与可以提高非正规就业群体的参保积极性。本文为检验数字经济发展对养老保险的影响提供了新证据,为政府积极拓展养老金缴费收入来源,加快适应当前新兴技术发展与就业形态变革提供了有益启示。The development of the digital economy has significantly driven changes in process forms and organization of production and labor employment relations. There are divergent views in academia regarding its impact on pension participation among informal employment groups. Based on data from the 2012-2018 China Labor-force Dynamic Survey(CLDS), this study examines how the development of the urban digital economy influences pension insurance participation among informal employment groups through labor market effects.The empirical test reveals that digital economy development raises the probability of pension participation among informal employment groups through income improvement effects, supporting the improvement view.Heterogeneity analysis indicates that the improvement effect is more signifcant among the informal employment groups in the primary and tertiary industries, those with low skills and those with a lighter burden of support.Further research shows that digital economy development affects the choice of insurance types through skill income differentiation, and promoting social participation in social security supervision using digital technology can boost the enthusiasm of the informal employment group for insurance participation. This study provides new evidence on the impact of digital economy development on pension insurance participation and offers valuable insights for the government to actively expand sources of pension contributions, accelerating adaptation to the current changes in emerging technologies and employment patterns.
