莫迪执政以来印俄关系发展的特征与驱动力分析

摘　　要：莫迪执政以来,实用主义的目标取向以及实现大国梦想的追求在实践中不断强化。印度尽管与美国的关系更加趋近,但与俄罗斯的传统伙伴关系并未受到较大影响,而是在原有的基础上得以持续发展。综合莫迪执政以来的印俄关系发展现实,主要表现有三个方面的特征。一是在政治关系方面有所延续,但也出现了分歧,尤其是双方年度首脑峰会的“中断”;二是在关键的防务安全合作领域呈现出逐渐弱化趋势;三是虽然在经贸合作中持续推动但动力依然显现不足。这些主要特征体现出的是莫迪执政以来的印俄关系虽有不足,但发展态势依然强劲,其驱动因素来自多个方面。其一是印度追求大国影响的持续动力,需要来自俄罗斯的大力支持;其二是作为印度的传统伙伴,俄罗斯是其持续深化关系的重要对象;其三是共同的地缘政治和经济利益驱使两国继续发展伙伴关系。Since Prime Minister Modi came to office,the goal orientation of pragmatism and the pursuit of realizing the dream of a great power have been continuously strengthened in practice.Although the relationship between India and the United States is getting closer,the traditional partnership with Russia has not been greatly affected,but has continued to develop on the existing basis.Based on the reality of the development of India-Russia relations since Modi came to power,there are three main features.First,there has been a continuation of political relations,but there have also been differences,especially the"interruption"of the annual summit between the two sides;second,there has been a gradual weakening of key defense and security cooperation;third,although economic and trade cooperation continue to develop but the driving force is still insufficient.These main characteristics reflect that although India-Russia relations have been deficient since Prime Minister Modi came to office,the development trend remains strong and the driving factors come from many aspects.The first is India's continuous motivation to pursue the influence as a major country,which requires strong support from Russia;the second is that as India's traditional partner,Russia is an important target for its continuous deepening of relations;the third is that the common geopolitical and economic interests drive the two countries to continue developing their partnership.
