政策工具视角下我国基层应急队伍建设研究——基于“I-E-T”三维分析框架的政策文本分析

摘　　要：[目的/意义]加强基层应急队伍建设,提升基层应急处置的快速反应能力,对于防范化解重大安全风险和减灾救灾具有重要意义,也是全面提升治理体系与治理能力现代化的现实需要。[方法/过程]采用内容分析法,构建I(政策工具)-E(政策要素)-T(政策主题特征)三维框架,借助Nvivo12 Plus和ROST-CM6软件分析选取的中央和地方层面的28份有关基层应急队伍建设的政策文本。[结果/结论]在发布的28份有关基层应急队伍建设的政策文本中,激励工具和能力建设工具的使用居于主导位置,权威型工具和象征劝诫工具使用相对较少;不同政策要素所对应的参考点数量存在较大差异,政策工具、政策要素和政策主题特征三个维度之间存在较强相关性。最后,提出加快推进基层应急队伍建设的优化策略。[Purpose/significance]Strengthening the construction of grassroots emergency teams and improving the rapid response ability of grassroots emergency response are of great significance for preventing and resolving major security risks and disaster reduction and relief,and are also the practical needs of comprehensively improving the modernization of governance system and governance capacity.[Method/process]This study adopts the content analysis method to construct a three-dimensional framework of I(policy instrument)-E(policy elements)-T(policy theme feature),and uses Nvivo12 Plus and ROST-CM6 softwares to analyze the selected 28 policy texts on the construction of grassroots emergency teams at the central and local levels.[Result/conclusion]Among the 28 policy texts on the construction of grassroots emergency teams,the use of incentive tools and capacity-building tools is relatively small.There are great differences in the number of reference points corresponding to different policy elements,and there is a strong correlation among the three dimensions of policy instrument,policy elements and policy theme feature.Finally,the paper puts forward the optimization strategy of accelerating the construction of grassroots emergency teams.
