研发补贴竞争的双重效应:区域政策协调如何影响全国统一大市场建设

摘　　要：建设全国统一大市场需要不断提高区域政策的统一性和区域规则的一致性。以研发补贴政策为例从区域技术创新和区域产业同构两个方面系统分析研发补贴竞争的双重效应,进而揭示了建设全国统一大市场与提高区域政策协调性之间的内在关联。研究发现:研发补贴在促进本区域技术创新和经济增长的同时,也会显著抑制其他区域的技术创新和经济增长,因此成为高质量发展背景下地方政府推动区域创新和参与区域竞争的重要政策工具而竞相增加研发补贴即研发补贴竞争虽然能够促进本区域的技术创新和经济增长,但是也会激励地方政府不断提高区域产业同构程度;相反,如果中央政府能够对区域之间的研发补贴标准进行协调,那么研发补贴不仅仍然可以促进技术创新和经济增长,而且还可以激励地方政府进行区域产业分工,降低区域产业同构程度。因此,建设全国统一大市场需要由中央政府对区域政策进行协调。Building a unified national market requires continuously improving the consistency of regional policies and rules.This paper takes the R&D subsidy policy as an example to systematically analyze the dual effects of R&D subsidy competition from two aspects:regional technological innovation and regional industrial similarity,and then reveals the internal relationship between building a unified national market and improving regional-policy coordination.It is found that R&D subsidies not only promote technological innovation and economic growth in the region,but also significantly inhibit technological innovation and economic growth in other regions.Therefore,they have become an important policy tool for local governments to promote regional innovation and participate in regional competition in the context of high-quality development.Competition to increase R&D subsidies,also known as R&D subsidy Competition,can promote technological innovation and economic growth in the region,but it will also motivate local governments to continuously improve the degree of regional industrial similarity.On the contrary,if the central government can coordinate the R&D subsidy standards between regions,R&D subsidies can not only promote technological innovation and economic growth,but also stimulate local governments to carry out regional industrial division of labor and reduce the degree of regional industrial similarity.Therefore,building a unified national market requires improving the consistency of regional policies.
