摘　　要：在扩大国际合作中提升开放能力的重要决策,目的在于更好地推动高质量发展和国际竞争力提升。基于要素禀赋与比较优势理论、全球价值链理论和制度创新理论,研究发现,发挥比较优势优化资源配置、迈向全球价值链中高端的产业升级,以及通过制度创新增强国际规则适应性,构建了中国在国际合作中不断提升开放能力的逻辑。结合自贸试验区、共建“一带一路”倡议和RCEP等实践,进一步提升开放能力,需要强调深化制度型开放、构建多元合作网络和科技驱动的重要性,发挥国际合作在优化资源配置、产业升级和制度适应中的关键作用,为推动全球经济包容性发展与构建开放型世界经济提供理论支撑和实践启示。The important decision to enhance openness capacity in expanding international cooperation aims to better promote high-quality development and enhance international competitiveness.Based on the theories of factor endowments and comparative advantages,global value chains,and institutional innovation,research has found that leveraging comparative advantages to optimize resource allocation,industrial upgrading towards the mid-to-high end of the global value chain and enhancing adaptability to international rules through institutional innovation constitute the logic behind China’s continuous improvement of openness capacity in international cooperation.Combining practices such as free trade pilot zones,the Belt and Road Initiative,and the Regional Comprehensive Economic Partnership(RCEP),further enhancing openness capacity requires emphasizing the importance of deepening institutional opening-up,building diversified cooperation networks,and technology-driven development.It is crucial to leverage international cooperation’s key role in optimizing resource allocation,industrial upgrading,and institutional adaptation,providing theoretical support and practical insights for promoting inclusive global economic development and building an open world economy.
