摘　　要：建设更高水平开放型经济新体制是我国新时期的重大战略部署,为以高水平对外开放推进中国式现代化注入了强劲动力和活力。作为数字技术与国际贸易的有机结合,数字贸易成为我国建设更高水平开放型经济新体制的新引擎。数字贸易通过扩充开放型经济发展空间推动更大范围对外开放,拓展开放型经济市场边界推动更宽领域对外开放,革新开放型经济治理体系推动更深层次对外开放,赋能更高水平开放型经济新体制建设。与此同时,我国数字贸易国际竞争力不强、制度型开放有限、治理体系尚待完善、外部环境不确定性较高,由此形成对外开放的动能、水平、层次和安全方面的问题不容忽视。数字贸易更好赋能更高水平开放型经济新体制建设,要以塑造数字贸易发展新动能推动更大范围对外开放,以提升数字贸易制度型开放水平推动更宽领域对外开放,以强化数字贸易国际治理能力推动更深层次对外开放,以统筹数字贸易开放与安全的关系筑牢对外开放安全屏障。The construction of a new system for a higher-level open economy represents a major strategic deployment in China’s new era,injecting strong momentum and vitality into advancing Chinese-style modernization through high-level opening-up.As an organic integration of digital technology and international trade,digital trade has emerged as a new engine for China to build a new system for a higher-level open economy.Digital trade promotes broader opening-up by expanding the development space of the open economy,widens the scope of opening-up by extending the market boundaries of the open economy,and deepens opening-up by innovating the governance system of the open economy,thereby empowering the construction of a new system for a higher-level open economy.Meanwhile,issues such as China’s limited international competitiveness in digital trade,constrained institutional opening-up,imperfect governance system,and high uncertainty in the external environment cannot be overlooked,as they pose challenges to the momentum,level,hierarchy,and security of opening-up.To better empower the construction of a new system for a higher-level open economy through digital trade,it is necessary to foster new drivers for digital trade development to promote broader opening-up,enhance the level of institutional opening-up in digital trade to widen the scope of opening-up,strengthen international governance capabilities in digital trade to deepen opening-up,and coordinate the relationship between openness and security in digital trade to fortify the security barrier for opening-up.
