摘 要:近年来,美国政府推出所谓“以工人为中心”的贸易政策,导致劳工条款扭曲,背离国际劳工标准,严重阻碍了缔约国各方的执行意愿与合作动力。其目的除了回应其国内政治诉求,对提升国内与国际劳工治理水平根本无益。我国应高度警惕美国做法的背后逻辑与危害,在推动高质量对外开放进程中,主动降低贸易与劳工议题带来的潜在风险,力主在国际劳工组织的协调与指导下,坚守国家劳工标准与实践的自主性,弱化经济制裁与劳工争端的联系,提升沟通协商与能力建设的现代化水平。In recent years,the U.S.government has introduced the so-called“worker-centered”trade policy,leading to distortions in labor clauses that deviate from international labor standards and severely hinder the willingness to implement and cooperate among the contracting parties.Its purpose,beyond responding to domestic political demands,is fundamentally unhelpful in enhancing domestic and international labor governance.China should be highly vigilant about the underlying logic and dangers of the U.S.approach.In promoting high-quality opening-up to the outside world,China should actively reduce the potential risks posed by trade and labor issues,advocate for adhering to the autonomy of national labor standards and practices under the coordination and guidance of the International Labor Organization,weaken the link between economic sanctions and labor disputes,and enhance the modernization of communication,negotiation,and capacity-building.
