摘  要:人才是新质生产力形成的主体性、决定性因素,创新全球性人才管理体制机制成为都市建设科创中心、服务构建新发展格局的历史必然选择。本文基于科创中心国内外三个生产空间的交互关系及人才需求供给与效能管理内在逻辑,构建一个融合时空的动态发展系统结构框架,并以深圳经济特区的政策性实践为典型案例,立足市域汇集、区域联动以及全球配置进行深入讨论,提出强化市域引-育-用协同、深化区域城际共享、助推海外就地用才的都市建设科创中心人才集聚路径管理建议,为都市实现创新驱动与转型发展、加速培育新质生产力、更加有效地助力中国建设世界科教强国提供参考。Talents are the main and decisive factors in the formation of new quality productive forces.Innovating the global talent management system and mechanism has become a historical inevitable choice for metropolises to construct the sci&tech innovation centers and service for new development pattern.Based on the interaction between the three production spaces of the sci&tech innovation center and the logic of talent demand supply and efficiency management process,this paper ingeniously constructs a system dynamic development framework that integrates time and space for metropolises gathering talents.Then,this paper takes the policy practice of Shenzhen Special Economic Zone as an example,and conducts in-depth discussions from three aspects:urban agglomeration,regional linkage and global configuration.Finally,this paper proposes suggestions for metropolises to construct the sci&tech innovation center with strengthening the synergy between urban attraction,education and utilization,deepening regional intercity sharing,and nudging local talents management overseas,to provide references for achieving innovation driven and transformational development,accelerating the cultivation of new quality productive forces,and more eff ectively assisting China to build a world power.
