摘　　要：科技成果转化是催生新产业、新模式、新动能,发展新质生产力的重要形式,是将科技创新“势能”转化为经济发展“动能”的重要途径。科技成果转化是一个涉及领域广泛、环节众多、关系复杂的系列化活动,既要遵循科技发展规律,又要符合当前条件下完善社会主义市场经济体制的要求,且涉及复杂的法律关系和多方利益主体。因此,有必要完善和丰富促进科技成果转化的法律措施,对其法律风险进行防控,为加速科技成果转化、实现科技支撑经济社会发展提供法律保障。文章通过探究科技成果转化中存在的法律风险,从完善知识产权管理体系、规范科技成果转化合同管理以及确保科技成果合规运营等方面,提出加强科技成果转化法律风险防控对策,以加快推动科技成果转化和应用。The transformation of Sci&Tech achievements is key to promoting emerging industries,new models,new momentum and developing new-quality productive forces.It is also an important way to transform the momentum of Sci&Tech innovation into the driving forces of of economic development.The transformation of Sci&Tech achievements is a series of activities that involve a wide range of fields,numerous links and complex relationships.It must follow the laws of technological development,meet the requirements of improving the socialist market economy system under current conditions,and involve multiple stakeholders.Therefore,it is necessary to perfect legal provisions to prevent legal risks,and provide legal protection for accelerating the transformation of Sci&Tech achievements and technological support for economic and social development.To this end,the article explores the legal risks in the transformation of Sci&Tech achievements,and proposes measures to strengthen the prevention of legal risks in terms of improving the intellectual property management system,standardizing the contract management,and ensuring the compliant operation of Sci&Tech achievements,in order to facilitate the transformation and application of Sci&Tech achievements.
