缅甸社会精英对新时代中国的认知——基于《东南亚态势调查报告》(2019-2023)的分析

摘　　要：随着新时代中国周边外交新理念的不断推进,中国与周边国家在构建人类命运共同体过程中联系更加密切,睦邻友好关系进一步发展,但同时也遇到一些新的挑战。本文立足于新加坡尤索夫·伊萨东南亚研究所发布的《东南亚态势调查报告》(2019-2023)中有关中国的信息,分析了当前缅甸社会精英对新时代中国的认知态度,指出缅甸社会精英既期待与中国深化合作,但对中国又持有一定的负面认知;既不希望“选边站”,但又存在“倒向”西方的趋势等特点。其原因在于缅甸社会精英既有缅甸国内经济发展的现实需求、政治形势的变化和外交传统的影响,又有中缅之间存在的综合实力差距等因素。对此,中国应通过进一步深化“孟中印缅经济走廊”和“中缅经济走廊”建设,扩大中缅间的合作空间;面向缅甸社会精英提供了解新时代中国的机会,增进彼此了解与信任;丰富中缅边境地区的双边活动主题,提升交往交流的互动性;深化对缅甸的研究,理解缅甸社会精英的关切等路径来增进缅甸社会精英对新时代中国的正面认知,推动两国睦邻友好关系的持续发展。With the continuous advancement of China's new diplomatic concepts in the new era,the connectivity between China and its neighboring countries in the pursuit of building a human com-munity with a shared future has drawn closer,leading to further development of good neighborly and friendly relations.However,new challenges have also emerged.Based on data about China in The State of Southeast Asia:Survey Report(2019-2023)published by the Yusof Ishak Institute of Southeast Asian Studies,Singapore,this study fo-cuses on analyzing the current perception of Myanmar's social elites towards China in the new era.It is found that their perceptions towards Chi-na in the new era demonstrate both an expectation of deepening cooperation with China as well as a certain degree of negative sentiment.The reasons for this perception imbalance ap-pear to be multifaceted.Firstly,Myanmar's social elitesperception of China is affected by Myanmar's internal economic development requirements and a fluctuating political situation.As a developing na-tion,Myanmar urgently needs external cooperation to boost its economic development.However,the changing political environment in Myanmar has given rise to mounting misunderstandings and mis-interpretations of China among Myanmar's social elites.Additionally,Myanmar's diplomatic tradi-tion has also influenced the perception of its social elites.For decades,Myanmar has adhered to a policy of neutrality and non-alignment,avoiding excessive dependence on any major power.Howev-er,with the changing international landscape and intensifying regional competition,some of Myanmar's social elites have started to lean towards countries other than China in an attempt to procure more geopolitical benefits.Moreover,there exists a significant disparity in national strength between China and Myanmar,which leads to a limited and inadequate understanding of China's development and intentions among Myanmar's social elites.To address this issue,this study suggests that China should adopt a series of measures in the f
