摘　　要：历史文化街区由于所处地理位置、资源禀赋等不同,其功能定位、发展模式亦存在差异,统一的评估体系不利于形成个性化评估,引导其特色化发展。分析和梳理居住型、商业型、传承型3种历史文化街区产生功能定位差异的缘由,以及历史文化街区评估体系中常用的指标和方法,探讨各功能定位对指标和方法的适配性,并细化各类型街区评估中指标取舍与衡量标准差异。在此基础上,针对单一类型街区体检评估、不同类型街区横向比较(如历史文化街区申报评选)等评估情形,提出指标筛选后,进行层次分析法适用同一类型街区体检评估与比较研究,分类(基础型指标和导向型指标)分步法适用于不同类型街区横向比较等各类评估场景,并详细阐述评估步骤,以期为历史文化街区等历史要素丰富区域的评估工作提供参考。Due to the different geographical location and resource endowment of historical and cultural blocks,their functional positioning and development models are also different.The unified evaluation system is not conducive to the formation of personalized assessment and guiding its characteristic development.This paper analyzes and sorts out the reasons for the differences in functional positioning of the three types of historical and cultural blocks:residential,commercial,and heritage,as well as the commonly used indicators and methods in the historical and cultural block evaluation system,explores the adaptability of each functional positioning to the indicators and methods,and refines the differences in indicator selection and measurement standards in the evaluation of each type of block.On this basis,for evaluation situations such as physical examination and evaluation of a single type of block,horizontal comparison of different types of blocks(such as the application and selection of historical and cultural blocks),this paper proposes that the hierarchical analysis method after indicator screening is applicable to physical examination and evaluation and comparative research of the same type of block,and the classification(basic index and guiding index)and fractional step method is applicable to various evaluation scenarios such as horizontal comparison of different types of blocks,and elaborates on the evaluation steps in detail,in order to provide a reference for the evaluation of historical and cultural blocks and other areas rich in historical elements.
