摘　　要：目的 构建适用于我国公立医院数字成熟度的评价框架,以推动医院数字化转型,并实现高质量发展。方法基于文献研究、政策分析、关键知情人访谈和专家咨询初步提出公立医院数字成熟度的概念框架。通过对30名专家的多轮咨询与论证,进一步完善和确定框架的维度和主要指标。结果 研究结果显示,我国公立医院数字成熟度涵盖数字化就绪度、数字技术应用和数据管理能力3个核心维度和11个主要指标。该评价框架得到广泛专家学者的一致认可,能够有效识别医院数字化进程中的短板,促进提升医院在基础设施、技术应用和数据治理方面的能力。结论 建议政府部门可根据该框架优化资源配置,公立医院应加强数字化规划与实施,为进一步推动我国公立医院的数字化转型提供实践指导。Objective It aims to develop a digital maturity evaluation framework tailored for public hospitals in China to advance digital transformation and achieve high-quality development. Methods Through literature review, policy analysis,key informant interviews,and expert consultations,a preliminary conceptual framework for digital maturity in public hospitals was proposed. The framework's dimensions and key indicators were further refined and finalized through multiple rounds of consultation and validation with 30 experts. Results The findings indicate that the digital maturity of public hospitals in China encompasses three core dimensions:digital readiness,digital technology application,and data management capacity,along with 11 primary indicators. The evaluation framework has gained broad recognition from experts and scholars,demonstrating its effectiveness in identifying gaps in the digitalization process and enhancing hospitals' capacities in infrastructure,technological application,and data governance. Conclusion The study recommends that government authorities optimize resource allocation based on the framework,while public hospitals should strengthen digital planning and implementation. This framework provides practical guidance for advancing the digital transformation of public hospitals in China.
