共同富裕背景下浙江山区县政府救助与慈善帮扶有效衔接机制研究——以浙江省庆元县为例

摘　　要：社会救助高质量发展关系到民生兜底保障和共同富裕目标的实现。政府救助是社会救助的主体力量,慈善帮扶是对政府救助的有益补充。本研究通过引入外部性理论、福利多元主义理论和协同治理理论,系统分析了共同富裕背景下浙江山区县政府和慈善组织在救助力量均衡、政社组织下沉、数字化赋能、协同救助项目培育等方面的实践探索,归纳总结以庆元县为代表的“浙江标识”“山区特色”典型案例。要进一步实现浙江山区县政府救助与慈善帮扶有效衔接,需要“充分尊重政府与慈善组织的主体地位,建立多元合作机制;持续进行项目资源增量,建立协同治理机制;不断激发内生动力,建立政策保障机制”,为共同富裕道路上“一个都不掉队”提供坚强支撑。The high-quality development of social assistance is related to the bottom-line guarantee of people’s livelihood and the realization of the goal of common prosperity.Government assistance is the main force of social assistance,and charity support is a beneficial supplement to government assistance. By introducing the theory ofexternality,the theory of welfare pluralism and the theory of collaborative governance,this study systematicallyanalyzes the practical exploration of government and charity organizations in mountainous counties in Zhejiang interms of the balance of assistance forces,the dispatch of staff from government and social organizations,digitalempowerment,and the cultivation of collaborative assistance projects under the background of commonprosperity,and summarizes the typical cases with“Zhejiang identity”and“mountainous characteristics”represented by Qingyuan. To further realize the effective connection between government assistance and charitysupport in mountainous counties in Zhejiang,we need to fully respect the dominant position of government andcharity organizations and establish a diversified cooperation mechanism;continuously increase project resourcesand establish a collaborative governance mechanism;and constantly stimulate endogenous motivation andestablish a policy guarantee mechanism to provide strong support for ensuring“no one left behind”on the path tocommon prosperity.
