青年发展型城市何以评价与何以施策——来自丽水9县(市、区)的实证研究

摘　　要：打造青年发展型城市是政府重要的城市发展战略规划,而建立一套客观科学、层次分明的青年发展型城市评价体系则是其重要保障。文章从“让城市对青年更友好”和“让青年对城市更有为”的双向维度构建了涵盖12个二级指标和44个三级指标的青年发展型城市指标评估体系。在此基础上,利用熵权法对丽水9县(市、区)开展实证研究。研究发现:衡量城市环境的指标权重为61.11%,衡量青年作为的指标权重为38.89%。其中,青年岗位有为和青年宜居环境的相关指数对结果的影响程度最大。政府必须牢固树立青年发展型城市创建是一个系统工程的施政理念,充分发挥青年发展型城市评估的数据支撑作用,加大发展青年适配产业和青年人才队伍引育力度,推进城市和青年的双向奔赴。Building youth development-oriented cities is an important urban development strategic plan for government,and establishing an objective,scientific and well-structured assessment system for youth development-oriented cities is the important guarantee for promoting this strategy. From the two dimensions of“making cities more youth-friendly”and“making youth do more contributions to cities”,this paper constructsan index assessment system for youth development-oriented cities with 12 secondary indicators and 44 tertiaryindicators. Based on this,it conducts an empirical study on 9 counties and districts in Lishui with entropy weightmethod. The study finds that the index weight for measuring urban environment is 61.11%,and the index weightfor measuring youth contributions is 38.89%. Moreover,the relevant indexes of youth job contributions and youthliving environment have the greatest impact on the results. The government must firmly establish the governanceconcept that creating youth development-oriented cities is a systematic project,fully leveraging the data supportrole of youth development-oriented cities assessment and intensifying the efforts to develop industries suitable foryouth and attract and cultivate youth talents to promote the bilateral development of cities and youth .
