摘 要:学前教育是世界各国共同关注的伟大事业。《中华人民共和国学前教育法》的颁布是我国学前教育事业发展的重要法治保障。该法对政府发展学前教育的责任作了明确的规定。政府是发展学前教育的责任主体,其学前教育价值观会影响学前教育的决策和对学前教育的推进。政府应加强对学前教育的价值引领,加大对学前教育的投入,尤其应保障教师的地位和待遇。建立行之有效的学前教育体制机制,确保学前教育健康运行,也是政府对学前教育的重要责任。政府的履责状况将对学前教育质量产生重要的影响,也必将受到儿童发展的检验,受到时代和历史的检验。Preschool education is a great cause that receives global attention.The promulgation of the Law on Preschool Education of the People’s Republic of China marks a significant legal safeguard for the development of preschool education in China.The law explicitly stipulates the government’s responsibilities in developing preschool education.As the primary entity responsible for the development of preschool education,the government’s values of preschool education will influence decision-making and the advancement of preschool education.The government should strengthen the value guidance of preschool education,increase investment in preschool education,and particularly ensure the status and treatment of teachers.Establishing effective systems and mechanisms for preschool education to ensure its healthy operation is also an important responsibility of the government in preschool education.The government’s performance in fulfilling its duties will significantly impact the quality of preschool education and will inevitably be tested by child development,as well as by the era and history.
