摘　　要：研究目的:梳理国土空间治理的概念与内涵,阐释国土空间治理现代化的核心理论逻辑,并提出具体的实现路径。研究方法:文献资料法和归纳演绎法。研究结果:(1)国土空间治理的本质是多元主体对共同空间发起的协调行动,客体(空间)适宜性、主体适应性、路径适用性是核心内涵;(2)构建与人口规模相协调的高质量国土布局方略、健全面向共同富裕自然资源政策集成体系、探索社会主义市场化的要素配置模式、拓宽“两山”转化的人与自然和谐路径、形成面向“双循环”的国土空间共治体系是国土空间治理现代化的核心理论逻辑;(3)应围绕构建“三生融合”的国土布局体系、建立促进缩小“三大差距”的共富型政策、创新“三有协同”的资源要素配置机制、统筹全域国土整治修复聚焦“三大转化”、完善“三融五跨”的数治国土底座等重点路径推进国土空间治理现代化。研究结论:国土空间治理现代化与中国式现代化紧密耦合,需因地因时制宜制定国土空间治理现代化路线图与时间表,处理好不同矛盾关系。The purposes of this study are to highlight the importance of territorial spatial governance for promoting Chinese-style modernization,to clarify the concepts and connotations of territorial spatial governance,to illustrate the core theoretical logic of modernization of territorial spatial governance,and to propose the realization paths.The research methods include literature review and inductive deduction.The research results show that:1)the essence of territorial spatial governance is the coordination process initiated by multiple subjects on the common space.The suitability of the object(space),the adaptability of the subject,and the applicability of the path are the core connotations.2)Constructing a high-quality territorial space layout strategy that is coordinated with the population,improving the policy intergrated system of natural resources for common prosperity,exploring the factors allocation model of socialist market economy,broadening the path of harmony between human beings and nature in the transformation of the“two mountains”,and forming a territorial spatial co-governance system towards the“dual circulation”are the core theoretical logic of modernization of territorial spatial governance.3)The modernization of territorial spatial governance would be promoted in the key areas of constructing a“three-dimensional integration”of the territorial space pattern,establishing co-prosperity policies that promote the reduction of“three major disparities”,innovating the“three-having synergy”mechanism for the allocation of resource elements,coordinating comprehensive territorial rectification and repair focusing on“three major transformations”,and perfecting the“three integrations and five crossings”digital governance foundation.In conclusion,the modernization of territorial spatial governance is coupled with Chinese-style modernization,and it is necessary to formulate a roadmap and timetable in accordance with local conditions and time to deal with contradictory relationships.
