摘　　要：科创金融市场机制存在失灵问题,需要政府促进进行弥补。杭州市政府促进包括资金支持、投资引导及环境优化,2007年以来在整合各方金融资源支持科技创新发展方面取得了显著成效,但仍存在诸如直接资金管理制度不健全,引导资金规模小、引导方式缺乏创新,政策、信息、信用等环境不完善等问题,需要从规模、结构、效率等多方面进行完善。The failure of the Sci-Tech Innovation financial market mechanism needs to be remedied by the government.Since 2007,the Hangzhou Municipal Government has made remarkable achievements in integrating various financial resources to support the development of Sci-Tech Innovation,including fund support,investment guidance and environmental optimization.However,there were still some problems,such as the imperfect management system of direct funds,the small scale of guiding funds,the lack of innovation in guiding ways,and the imperfect environment of policies,information and credit.It needs to be improved from the scale,structure,efficiency and other aspects.
