新发展格局下阿拉尔市红枣产业集群发展模式研究

摘　　要：产业集群可以整合资源、促进分工、提高竞争力,是新发展格局下现代化经济体系建设的重要载体。该研究基于阿拉尔市红枣产业集群的发展现状,从驱动因素、主导形式、带动模式、保障机制和联结机制5个方面剖析阿拉尔市红枣产业集群的发展模式。研究表明:阿拉尔市红枣产业集群目前已形成以资源禀赋驱动、现代农业产业园区主导、子母品牌带动、“期货+保险”保障、农民专业合作社为纽带的运作模式,促进了集群的快速健康发展。但在运作中仍然面临产品精深加工不足、龙头企业创新能力不强、“保险+期货”模式推广受阻、合作社经营管理不规范等问题。为完善集群发展模式、促进产业集群优化升级,该研究从创新体系、组织体系、网络组织、风险防控体系、集群竞争力等方面提出了相应的对策建议。Industrial clusters can integrate resources,promote division of labor,and improve competitiveness.They are an important carrier for the construction of a modernized economic system under the new development pattern.This study analyzed the development mode of the Alar city jujube industry cluster from five aspects,driving factors,dominant forms,driving mode,guarantee mechanism,and linkage mechanism,based on its current development status.The Alar jujube industry cluster had developed an operational model driven by resource endowment,led by a modern agricultural industrial park,driven by sub-mother brand,guaranteed by 'futures+insurance',and linked by farmers' professional cooperatives.This model had promoted the rapid and healthy development of the cluster.However,the cluster still faces challenges such as inadequate product processing,limited innovation among leading enterprises,difficulties in promoting the 'insurance +futures' model,and irregularities in cooperative operation and management.To enhance cluster development and promote the optimization and upgrading of industrial clusters,this study proposes countermeasures for the innovation system,organization system,network organization,risk prevention and control system,and cluster competitiveness.
