国家战略腹地建设的“四川样本”:优势、困境及对策

摘　　要：国家战略腹地建设在国家发展中占据着重要地位,体现了中国式现代化的价值追求和本质要求。四川作为我国西部地区的核心省份之一,现已明确为未来十年中国发展的战略腹地。对于被定位为国家战略腹地的四川来说,不仅迎来了新的机遇,也带来了巨大挑战。四川在地理位置、战略资源、产业体系、人文精神等方面具有强大的优势。但目前在四川战略腹地的发展中仍然存在着自然灾害频发、资源能源有限、省内发展不均等一系列问题。要系统提升防灾减灾救灾能力;要合理利用资源,保护生态;要聚焦产业转型升级,优化布局;要促消费扩内需,提质增效。四川未来的发展对西部地区的崛起甚至整个中国经济的发展和国家战略目标的实现具有标志性意义。The construction of national strategic hinterlands occupies an important position in national development,embodying the value pursuits and essential requirements of Chinese-style modernization.The construction of a national strategic hinterland is an important carrier of Chinese-style modernization,and Sichuan,as one of the core provinces in the western region of China,has been identified as the strategic hinterland for China's development in the next decade.For Sichuan,which has been positioned as a national strategic hinterland,it not only ushers in new opportunities but also brings great challenges.Sichuan has strong advantages in terms of geographic location,strategic resources,industrial system and humanism.However,a series of problems such as frequent natural disasters,limited resources and energy,and uneven development within the province still exist in the development of Sichuan's strategic hinterland.It is necessary to systematically improve the ability of disaster prevention,mitigation and relief;to rationally use resources and protect the ecology;to focus on industrial transformation and upgrading,and optimize the layout;and to promote consumption and expand domestic demand,and improve quality and efficiency.The future development of Sichuan is of remarkable significance to the rise of the Western region and even the development of the entire Chinese economy and the realization of national strategic goals.
