新质生产力赋能西部乡村振兴的内在逻辑与实践路径

摘　　要：推进中国式现代化,必须全面推进乡村振兴。西部地区是推进乡村振兴战略落地实施的主阵地,但当前西部地区乡村振兴面临着可持续发展能力弱、人才供需结构失衡、内生动力不足、基础设施亟待完善、市场流动空间小等多重挑战。新质生产力以其高科技性、高效能和高质量的特质成为西部地区乡村振兴的新引擎。贯彻新发展理念,促进先进绿色技术在西部乡村地区的应用,形成绿色发展模式,走绿色发展道路,增强可持续发展能力;构建人才引育体系,培育和引进新质劳动者,为西部乡村振兴战略的实施提供能动主体;以科技创新为先导,推动传统产业转型升级,发挥特色资源优势,促进西部乡村产业兴旺;加快新型基础设施建设,补齐西部乡村地区发展短板,促进城乡协调发展;推进多层次开放,畅通国内国际“双循环”,增强“内外”市场联动,进而支撑西部地区高质量发展,推动西部大开发形成新格局,助力全面建设社会主义现代化国家。To promote Chinese modernization,we must comprehensively promote rural revitalization.The western regions are the main battlefield to promote the implementation of the rural revitalization strategy.However,the current rural revitalization in the western regions faces multiple challenges such as weak sustainable development capacity,unbalanced talent supply and demand structure,insufficient endogenous power,backward infrastructure,and small market flow space.New productivity has become a new engine for rural revitalization in the western regions with its high-tech,high-efficiency and high-quality characteristics.We should implement the new development concept by promoting the development of advanced green technology in the western rural areas to form a green development model and green development path and enhance the ability of sustainable development;build a talent introduction and education system by cultivating and introducing new quality workers to provide active subjects for the implementation of the western rural revitalization strategy;follow the guidance of scientific and technological innovation by promoting the transformation and upgrading of traditional industries so as to give full play to the advantages of characteristic resources and promote the prosperity of rural industries in the west;accelerate the construction of new infrastructure,which is the weak links of the development of rural areas in the west,to promote a coordinated urban-rural development;promote multi-level opening-up by realizing domestic and international"double circulation"and"double linkage"to promote high quality development in the west regions,construct a new western development pattern,and build a modern socialist country in an all-round way.
