摘  要:公立医院是推进健康中国建设的核心战略力量,也是改善医疗服务、提升患者就医体验的主战场。笔者基于三轮行动计划政策梳理,分析了“改善医疗服务行动计划”运动式治理的特征及成效。基于典型案例剖析潜在不足,包括运动式治理政府统筹有待强化、运动式治理可持续性不足、边际效益下降等,从加强政府统筹、完善制度安排、增强医院内生动力等方面提出改进建议。Public hospitals are the core strategic force in advancing the"Healthy China"initiative and serve as the primary battleground for improving medical services and enhancing patient healthcare experiences.Based on a review of three phases of action plans,this study analyzes the characteristics and effectiveness of the"Action Plan for Improving Medical Services"from the perspective of campaignstyle governance.Through case studies,potential shortcomings is identified,including the need for stronger governmental coordination,insufficient sustainability of campaign-style governance,and diminishing marginal benefits.Recommendations for improvement are proposed from the aspects of strengthening government coordination,improving institutional arrangements,and enhancing hospitals'internal motivation.
