摘　　要：目的:构建以多重目标为导向的三级公立医院运营管理能力评价指标体系,为全面客观评价公立医院的运营管理状况提供依据。方法:在政策梳理和文献回顾的基础上,采用德尔菲专家咨询法构建三级公立医院运营管理能力指标体系,并采用专家评分方法计算各指标权重。结果:通过开展两轮德尔菲专家咨询,最终得到了包含3个一级指标、7个二级指标和33个三级指标的评价体系,其中一级指标包括财务管理、经济效益和运营管理。两轮德尔菲专家咨询的积极系数分别为91.67%和90.91%;专家权威程度Cr为0.82;两轮咨询协调系数W检验差异均有统计学意义(P<0.05)。结论:所构建的公立医院指标体系科学合理,可靠性高,具有一定的创新性和适用性,可以为客观全面地评价医院运营管理水平提供依据。Objective:To construct an evaluation index system for the operational management capacity of Grade III public hospitals oriented toward multiple objectives,providing a basis for comprehensively and objectively assessing hospital operations.Methods:Based on a review of policies and literature,the Delphi expert consultation method was used to establish the evaluation index system,and expert scoring was employed to calculate the weight of each index.Results:After two rounds of Delphi expert consultation,a final evaluation system was developed,comprising 3 Level 1 indicators,7 Level 2 indicators,and 33 Level 3 indicators.The Level 1 indicators include financial management,economic benefits,and operational management.The positive response rates for the two rounds of expert consultation were 91.67%and 90.91%,respectively;the expert authority coefficient(Cr)was 0.82;and the W test for coordination coefficients showed statistically significant differences in both rounds(P<0.05).Conclusion:The constructed evaluation index system is scientifically sound,highly reliable,and innovative.It provides a useful reference for objectively and comprehensively assessing the operational management capacity of public hospitals.
