摘　　要：目的:基于结构-过程-结果(structure-process-outcome,SPO)模型构建一套科学合理的广东省三级医院门诊质量评价指标体系。方法:引用SPO模型,运用文献研究法构建指标体系初稿,使用德尔菲法确定指标体系权重及终稿。结果:经过两轮专家咨询,专家意见达成了一致,最终构建了一套包含3个一级指标、11个二级指标、46个三级指标的三级医院门诊质量评价指标体系。结论:本研究选取的咨询专家权威程度高,构建的指标结果可信;指标体系引用了SPO模型、紧跟政策导向,能为广东省三级医院门诊质量评价提供科学依据,并为其他兄弟省份制定相关指标和标准提供参考与借鉴。Objective:To construct a scientific and reasonable outpatient quality evaluation index system for Grade III hospitals in Guangdong Province based on the Structure-Process-Outcome(SPO)model.Methods:The initial index system was developed using the SPO model and literature research.The Delphi method was then applied to determine index weights and finalize the system.Results:After two rounds of expert consultation,consensus was reached,leading to the establishment of an evaluation index system comprising 3 Level 1 indicators,11 Level 2 indicators,and 46 Level 3 indicators.Conclusion:The selected expert panel demonstrated a high level of authority,ensuring the credibility of the constructed index system.The system is aligned with the SPO model and policy trends,providing a scientific basis for outpatient quality evaluation in Grade III hospitals in Guangdong Province and serving as a reference for other provinces in developing relevant evaluation indicators and standards.
