环境规制与工业绿色技术创新——基于企业更替视域的考察

摘　　要：加快工业绿色技术创新是促进工业全面绿色低碳发展的必由之路和关键抓手。作为践行新发展理念的具体表征形式,环境规制对工业绿色技术创新的影响成为各界关注的焦点问题。本文基于2004~2018年省级政府工作报告文本、工业企业绿色专利库和全国工商企业注册数据库,采用固定效应模型从企业更替视角考察环境规制对工业绿色技术创新的影响及作用机制。研究结果表明,环境规制可以有效促进工业绿色技术创新,经过一系列内生性和稳健性检验后该结论依然成立。机制分析与进一步讨论表明,企业更替是环境规制影响工业绿色技术创新的重要机制,环境规制可以通过促进高绿色技术创新企业进入和低绿色技术创新在位企业退出促进工业绿色技术创新。异质性分析表明,对于东部地区和高污染行业企业,环境规制引致的低绿色技术创新企业退出对工业绿色技术创新的促进作用更加显著;对于中西部地区和非高污染行业企业,环境规制引致的高绿色技术创新企业进入促进了工业绿色技术创新提升更加显著。上述研究结论有助于系统理解环境规制推动工业绿色技术创新的机制,为更好地发挥企业更替在环境规制推动工业绿色转型中的应有作用提供了有益参考。Accelerating industrial green technology innovation is the necessary path and key lever to promote comprehensive green and low-carbon development of industry.As a concrete manifestation of implementing the new development concept,the im-pact of environmental regulations on industrial green technology innovation has become a focus of attention from all sectors.Based on the provincial government work report text from 2004 to 2018,the industrial enterprise green patent database,and the national industrial and commercial enterprise registration database,this study uses fixed effects model to examine the impact and mechanism of environmental regulations on industrial green technology innovation from the perspective of enterprise turnover.The results show that environmental regulations can effectively promote industrial green technology innovation,and this conclusion still holds after a series of endogeneity and robustness tests.Mechanism analysis and further discussion indicate that enterprise tumover is an impor-tant mechanism for environmental regulation to affect industrial green technology innovation.Environmental regulation can promote industrial green technology innovation by promoting the entry of high green technology innovation enterprises and the exit of low green technology innovation incumbent enterprises.Heterogeneity analysis shows that for enterprises in the eastern region and high polluting industries,the exit of low green technology innovation enterprises caused by environmental regulations has a more signifi-cant promoting effect on industrial green technology innovation.For enterprises in the central and western regions and non high pol-luting industries,the entry of high green technology innovation enterprises caused by environmental regulations has promoted the improvement of industrial green technology innovation more significantly.The above research conclusions contribute to a systematic understanding of the mechanism by which environmental regulations promote industrial green technology innovat
