摘　　要：从经济发展水平、行政中心分布及其相互作用的视角,阐释中国省级区域城市首位度的演化机理。计量结果表明,城市首位度受经济发展水平影响而呈倒“U”型,支持Williamson假说,但倒“U”型曲线具有中国区域经济的独特性。集中的行政中心分布显著提高城市首位度,是导致中国省域间首位度差异的重要原因,主要通过经济政策和土地政策偏向、地铁投资、医疗和教育资源的集中布局来实现。实证结果表明,在经济发展水平与行政中心分布的交互影响下,城市首位度会偏高,即倒“U”型曲线既“左移”又“上移”。“左移”意味着行政中心集中的省份,城市首位度达到顶点时的经济发展水平阈值会降低;“上移”意味着即使在经济发展水平较高时,城市首位度也会保持较高值。因此,省级区域政府通过调节地域集权或分权程度,有助于形成合理的城市首位度。From the perspective of economic development level,distribution of administration centers and their interaction,the evolution mechanisms of urban primacy in Chinese provincial-level area are expounded.Econometric analysis indicates that the relationship between urban primacy and economic development level is inverted U-shaped,supporting the Williamson hypothesis but having the characteristics of regional economy in China.The centralized distribution of administration centers has significantly improved urban primacy and causes disparity of urban primacy between coast areas and inland areas,mainly through the bias of e-conomic policies and land policies,subway investment,and the centralized layout of medical and educational resources to primacy cities.The empirical results also show that under the interaction of economic development level and distribution of administration centers,the urban primacy is high,as the inverted U-shaped curve moves both left and up.Left shift means that the province with a centrally concentrated administration center will have a lower threshold of economic development level when urban primacy rea-ches its peak.Upward shift means that even if economic development level is relatively high,urban primacy will remain at a high level.Therefore,it is necessary for Chinese governments to adjust distribution of administration centers to come into being a reason-able urban primacy.
