危化品泄漏事故应急处置风险辨识与对策研究

摘  要:为降低应急处置过程中的风险,基于MIND-VERSA方法,以某化工企业为例,构建该企业危化品泄漏应急预案中应急响应流程的安全控制反馈结构模型,对危化品泄漏事故的应急处置进行风险辨识,分析过程中可能出现的风险场景。研究结果表明:该方法发现21项该企业危化品泄漏处置过程中可能出现的风险,将这些缺陷进行改进后,通过相异性度量方法计算出改进前后预案的差异程度为0.66。表明改进后应急预案与原应急预案具有较大差异。针对分析出的应急处置风险从控制器指令、执行器处置和信息反馈3个方面提出了相应的预防对策。研究结果可为相关企业评估原始应急预案提供参考。In order to reduce the risks in the emergency disposal process,based on the MIND-VERSA method,this papertakes a chemical enterprise as an example to construct a safety control feedback structure model of the emergency response process in the emergency plan for hazardous chemical leakage of the enterprise,identify the risks of emergency disposal of hazardous chemical leakage accidents,and analyze the possible risk scenarios in the process.The analysis results show that the method found 21 possible risks in the process of hazardous chemical leakage disposal of the enterprise.After improving these defects,the difference between the plans before and after the improvement was calculated by the dissimilarity measurement method,which was 0.66.It shows that the improved emergency plan is quite different from the original emergency plan.Corresponding preventive measures from three aspects are put forward:controller instructions,actuator disposal and information feedback for the analyzed emergency disposal risks.The research results can provide references for related enterprises to evaluate the necessity of improving the original emergency plan.
