共同富裕视域下后脱贫时代的反贫困治理研究

摘　　要：贫困问题的实质在于社会资源分配的失衡和社会融入权利的不足,共同富裕理念主张通过公平的资源分配和机会保障,实现社会的共享发展。立足于共同富裕的历史渊源和核心内涵,分析中国贫困治理实践逻辑,贫困治理经历了从关注“地区”到关注“个体”的转变,形成了多维度的贫困治理策略。尽管取得显著成效,但新时期的相对贫困问题仍呈现出空间集中、区域差异、代际传递等特征。基于此,后脱贫时代反贫困治理应坚持“人民性”与“包容性”的双重政策取向,并进一步探索提出系统性反贫困治理的实践路径,包括完善基本生活保障体系、实施多维能力提升计划、推动产业扶贫与就业促进、构建参与式治理机制等。通过提升贫困群体的社会融入能力,建立健全风险保障机制,以实现更加公平、可持续的反贫困治理目标。The essence of poverty stems from the imbalance of social resource distribution and the inadequacy of soeial integration rights.The concepl of common prosperity advocales for achieving shared social development through equitable resource allocation and opportunity assurance.Based on the historical origins and core connotations of common prosperity,an analysis of China's powergovernance practice logic reveals that poverty governance has undergone a transformation from focusing on"regions"to"individuals",forming a multi-dimen-sional poverty govermance strategy.Despite signifcant achievements,relative povery in the new era still exhibits characteristics such as spatial concentration,regional disparities,and intergenerational transmission.In light of this,anti-pover-govemance in the post-poverty era should adhere to a dual orientation of"people-centeredness"and"inclusiveness".and further explore systematic anti-poverty governance practice paths,including improving basic living security systems,implementing multi-dimensional capacity enhancement plans,promoting industrial poverty alleviation and employment,and constructing participatory gover-nance mechanisms.By enhancing the social integration capabilities of impoverished groups and establishing sound risk protection mechanisms,the aim is to achieve a more equitable and sustainable anti-poverty govermance goal.
