摘 要:全面加强国家通用语言文字教育,是全面建成社会主义现代化强国、实现第二个百年奋斗目标,以中国式现代化全面推进中华民族伟大复兴的必然要求。基于公共管理学的多源流框架系统分析国家通用语言文字教育成为国家行为的动因,对促进其持续发展具有积极意义。研究发现,国家通用语言文字教育的问题源流通过关键指标、焦点事件以及反馈信息,提供政策目标合理性基础;政策源流通过利益相关者的诉求与表达、专家学者的研究成果以及相关历史政策,确立政策规划可行性依据;政治源流通过国民情绪和执政理念助推政策议程持续性发展。三个源流交织汇合,开启国家通用语言文字教育的“政策之窗”。由此提出国家通用语言文字教育推进路径:以问题源流洞察关键问题,以政策源流引导发展创新,以政治源流促进共同富裕,最终以“政策之窗”为契机构筑中华民族共有精神家园。Comprehensively strengthening education in the standard spoken and written Chinese language is an inevitable requirement for fully building a modern socialist power,achieving the second centenary goal,and comprehensively advancing the great rejuvenation of the Chinese nation through Chinese-style modernization.Applying the Multiple Streams Theory,an effective explanatory tool for the policy process,to systematically analyze the motivations behind the national education in the standard spoken and written Chinese language holds positive significance for promoting its sustained development.The research finds that the problem stream of education in the standard spoken and written Chinese language provides a rational basis for policy objectives through key indicators,focal events and feedback information.The policy stream establishes a feasible basis for policy planning through stakeholder demands and expressions,research findings of experts and scholars,and relevant historical policies.The political stream promotes the sustained development of the policy agenda through national sentiment and governing philosophies.The intertwining and convergence of these three streams open the“policy window”for education in the standard spoken and written Chinese language.To explore feasible paths for education in the standard spoken and written Chinese language,it is necessary to be guided by the problem stream to gain insights into key issues,adhere to the policy stream to guide development and innovation,harness the political stream as a driving force to promote common prosperity,and seize the opportunity of the policy window to build a shared spiritual home for the Chinese nation.
