中国地方政府参与澜湄区域减贫合作的逻辑机理与路径选择——基于韧性治理的视角

摘　　要：推动地方政府参与减贫合作是澜湄区域减贫的重要方式。面对制度环境的复杂和参与主体的多元,区域减贫合作需要增加治理的韧性,以提升贫困治理的效能。韧性治理所包含的地方转向和自下而上的理念,契合了地方政府在国际合作中地位逐渐凸显的时代特征和实践逻辑。以中国地方政府参与澜湄减贫合作为例,从“环境-主体”“地方-全球”和“结构-行为”维度对其逻辑机理进行分析,研究发现,现行澜湄多层权力结构为地方政府参与区域减贫提供了动力机制,但地方政府丰富的减贫经验没有进一步向制度转化,地方在对接区域结构方面也存在权力障碍和资源缺乏等问题。据此,应在提升地方政府自我学习和自我组织能力的基础上,促进其在区域多边体系中发挥政策创新和制度扩散的作用,并增强其资源能力。The encouragement of local government to engage in poverty reduction cooperation is an important channel for Langcang-Mekong poverty reduction.Given the complexity of the institutional context and the plurality of participating actors,regional anti-poverty cooperation needs to increase the resilience to enhance the effectiveness of poverty governance.In fact,the local turn and the bottom-up concept embodied in resilience governance highly fit the logic of local governments’practice in regional governance and the current feature of local governments’increasing prominence in international cooperation.Based on this,this article takes the participation of local governments in the Langcang-Mekong poverty reduction cooperation as an example,and builds an analytical framework of context-actor,the local-global,and structure-behavior to analyze the logical mechanism of resilience governance.This study argues that the current multi-tier power structure of Lancang-Mekong Cooperation(LMC)provides a driving force for local governments to participate in regional poverty relief,but the local extensive experience in poverty reduction has not been further converted into institutions,and there are power barriers and lack of resources.Therefore,this paper argues that it is important to promote the role of local governments as policy innovators and institutional diffusers in the regional multilateral system,and to enhance their resource capacity,based on improving their capacity for self-learning and self-organization.
