摘　　要：本文深入研究了烟草专卖零售许可证实地核查操作规范。分析了研究背景,指出实地核查在烟草专卖管理中的重要意义及当前存在的问题。阐述了行政许可相关理论和烟草专卖法律法规作为实地核查的理论依据,包括合法性原则和合理性原则在实地核查中的体现与应用,以及法律规定对实地核查的要求和法规在核查流程中的作用。总结了当前实地核查现状,同时指出存在核查流程繁琐导致效率低和标准不统一带来管理难等问题。在此基础上,提出了优化策略,包括规范核查流程,明确受理环节和实地核查的标准化流程;统一核查标准,明确距离测量标准和经营场所认定标准;利用信息化手段提高实地核查效能。This paper deeply studies the operation specification of on-site verification of tobacco monopoly license,analyzes the research background,and pointes out the significance of on-site verification in tobacco monopoly management and the existing problems.This paper expounds the relevant theories of administrative licensing and the laws and regulations of tobacco monopoly as the theoretical basis for on-site verification,including the embodiment and application of the principles of legitimacy and rationality in the on-site verification,as well as the requirements of legal provisions for on-site verification and the role of regulations in the verification process.It summarizes the current situation of on-site verification,and points out that there are problems such as complicated verification process and management problems caused by inconsistent standards.On this basis,it proposes optimization strategies,including standardizing the verification process,clarifying the standardized process of acceptance link and on-site verification,unifying verification standards,clarifying the distance measurement standards and business site identification standards,and improving the efficiency of field inspection by means of information technology.
