铁路直通口岸站跨境运输服务标准体系构建研究

摘　　要：为了促进铁路直通口岸站作业效率和服务质量的提升,结合铁路行业标准化建设需要,本文在对现有铁路口岸相关标准体系适用性评价的基础上,考虑口岸站智慧、绿色、安全、高效的发展方向,构建铁路直通口岸站跨境运输服务标准体系框架。该框架包括通用、互联互通、服务质量、低碳环保、服务质量评价、智慧化等6个一级类目和13个二级类目,涉及铁路口岸站作业流程、作业标准、作业评价体系等多个方面。研究成果完善了现有的铁路运输服务标准体系,为我国铁路直通口岸站跨境运输服务标准体系的制定提供了参考。Aimed at enhancing the operational efficiency and service quality of railway port stations,and in line with the standardization requirements of the railway industry,this paper evaluates the applicability of the current standards system for railway ports.It takes into account the intelligent,eco-friendly,secure,and efficient developmental direction of port stations,and constructs a framework of the standards system for cross-border transportation services of railway port stations.The framework encompasses six primary categories:general standards,interconnectivity,service quality,low-carbon and environmental protection,service quality assessment,and intelligence.Additionally,it includes 13 secondary categories covering various fields of railway port station operations,including operational processes,operational standards,and evaluation system.The research results improve the existing standards system of railway transportation services,and provide reference for development of the standard system for cross-border transportation services of China’s railway direct port stations.
