摘　　要：为了对水电工程建设征地移民安置竣工验收阶段独立评估工作情况进行探析,通过龙开口水电站移民安置竣工验收独立评估工作实践,从移民安置独立评估的工作流程以及移民安置独立评估竣工验收工作的开展情况进行了梳理,分析了竣工验收阶段移民安置独立评估在移民安置规划目标实现,移民和移民安置区社会稳定风险识别以及移民后期扶持政策实施情况评价等方面的难点问题,并提出科学选择抽样方法、定量和定性相结合的方式描述规划目标实现情况、重点关注社会风险点和利用后期扶持监测评估报告等技术成果的对策。研究结果可为后续水电工程竣工验收移民安置独立评估工作提供参考。In order to analyze the independent assessment of the completion and acceptance stage of land requisition resettlement for hydropower project construction,the work flow and the completion and acceptance work of the independent assessment of the resettlement of Longkaikou Hydropower Station were reviewed through the practice of the independent assessment of the completion and acceptance of the resettlement.We analyzed the existence of the independent evaluation of resettlement during the completion and acceptance stage of resettlement planning goal realization.Difficulties in identifying social stability risks in immigration and resettlement areas and identifying the implementation of support policies in the later period of immigration were also proposed.The scientific selection sampling method,and the combination of quantitative and qualitative methods were proposed to describe the realization of planning objectives,focused on social risk points,and used technical results such as monitoring and evaluation reports of support in the later period.The research results can provide a reference for the subsequent independent evaluation of the resettlement of hydropower project completion and acceptance.
