摘　　要：在基层治理实践中,全过程人民民主凭借民主选举、民主协商、民主决策、民主管理和民主监督这一完整的程序机制和闭环链条,有效巩固了党的领导、扩大了基层群众政治参与、满足了人民利益需求、实现了基层有效治理。新时代推进基层治理现代化亟待全过程人民民主嵌入基层治理之中,通过理念赋能、主体赋能、程序赋能以及制度赋能,实现基层治理现代化新发展。In the practice of grassroots governance,the whole-process people's democracy has effectively consolidated the party's leadership,expanded the political participation of the grassroots masses,met the needs of the people's interests,and achieved effective governance at the grassroots level by virtue of the complete procedural mechanism and closed-loop chain of democratic election,democratic consultation,democratic decision-making,democratic management and democratic supervision.To promote the modernization of grassroots governance in the new era,it is urgent to embed whole-process people's democracy into grassroots governance through conceptual empowerment,subject empowerment,procedural empowerment and institutional empowerment,so as to realize the new development of grassroots governance modernization.
