对打击电信网络诈骗犯罪提出的“四专两合力”的分析

摘　　要：四专两合力是随着电信网络诈骗犯罪在我国的发生、发展而形成的一种理念、治理机制和综合性治理方法,包括专题研究、专门队伍、专案攻坚、专业技术,抓好内部合力、促成外部合力六个方面的构成要素。在打击治理电信网络诈骗犯罪语境下,每一构成要素都具有特定的内涵。四专两合力构成要素之间的关系表现为:专题研究是指引,专门队伍是基础,专案攻坚是抓手,专业技术是支撑,抓好内部合力是关键,促成外部合力是提升。能否发挥四专两合力在打击治理电信网络诈骗犯罪过程中的作用,全面、深入分析四专两合力的内涵及其相互关系,引导打击治理主体正确认识和理解四专两合力是关键。The strategy of"four specialties and two combines forces"refers to a concept,a governance mechanism,and a comprehensive governance approach which has emerged along with the development of telecommunications network fraud crimes in China.It encompasses six constituent elements:conducting specialized research,establishing special teams,resolving special cases,employing specialized technologies(referred to as"four specialties"),fortifying internal combined forces,and promoting external combined forces(known as"two combined forces").In the context of combating and governing telecommunications network fraud crimes,each constituent element of"four specialties and two combined forces"has a specific connotation,while the interrelationships among them are manifested as follows:specialized research serves as the guide,special teams constitute the foundation,the resolution of special cases is pivotal,specialized technologies provide support,good internal combined forces are the key,and the enhancement of external combined forces represents the improvement.To fully leverage the role of the"four specialties and two combined forces"in combating and governing telecommunications network fraud crimes,the key lies in comprehensively and deeply analyzing the connotations of"four specialties and two combined forces"and their interrelationships,and guiding the main bodies responsible for the combat against such crimes to correctly recognize and understand the connotation of"four specialties and two combined forces".
