摘　　要：分类推进高校改革是我国教育体制改革的重中之重,是实现中国自主知识体系建构的重要途径,是党和国家全面推进教育优先发展方略、优化人才培养协同结构、引领高等教育内涵式改革作出的战略性选择。在教育、科技、人才“三位一体”统筹推进下,高校分类改革与发展理应瞄准战略目标定位,把握“以改促发展、重改以优发展”的主旋律,保持久久为功的战略定力:处在当前“主改革”阶段,要持续强化战略系统全局思维,坚定落实分类指导原则,既立足于本土实践经验,又以国别案例为镜鉴,把握以建构自主知识体系、整体提升高等教育质量为核心的未来趋向;面向未来的“主发展”阶段,应通过长远的顶层设计助推打造政策联动区域,充分激发六面体协同效应,全面深化内外部治理结构改革,稳步推进高校分类发展战略部署。Promoting the reform of universities through classification is of paramount importance inChina’s education system reform,an important way to achieve the construction of China’sindependentknowledge system,and a strategic choice made by the Party and the state to comprehensively promote thepriority development strategy of education,optimize the collaborative structure of talent cultivation,and leadthe connotative reform of higher education.Under the coordinated promotion of the“trinity”of education,technology,and talent,the reform and development of university classification should aim at strategic goals,grasp the main theme of“promoting development through reform and optimizing development throughreform”,and maintain long-term strategic determination.In the current stage of“main reform”,we should continue to strengthen the overall thinking of the strategic system,firmly implement the guiding principles ofclassification,based on local practical experience and taking national cases as a mirror,and grasp the futuretrend of constructing an independent knowledge system and improving the overall quality of higher educationas the core;in the future oriented“main development”stage,long-term top-level design should be used topromote the creation of policy linkage areas,fully stimulate the synergy effect of hexahedrons,comprehensively deepen the reform of internal and external governance structures,and steadily promote thestrategic deployment of classified development in universities.
