信访源头治理的实践机制、现实梗阻与消解策略——基于皖南W市的田野考察  

The Practical Mechanism,Realistic Obstacles and Resolving Strategies of the Source Governance of Petition—Field Investigation Based on W City in Southern Anhui Province

摘　　要：加强信访问题源头治理是抑制基层信访“增量”的治本之策。以信访源头治理为切入口,选取皖南W市的信访治理实践为分析样本,尝试从信访治理的区域实践中解码源头治理的治理机制,探究源头治理之策。研究发现,信访源头治理目标的实现有赖于矛盾纠纷排查预警机制、信访事项首办负责制、党政领导接访包案机制、督查问效机制等一系列治理机制的支撑。当前,影响信访源头治理质效提升的因素复杂多元,存在着诸如基层信访治理理念滞后,行动推进上存“温差”;访民依法维权意识薄弱,思想认识上存“偏差”;重化解轻预防,“治未病”式预防机制亟须完善;解纷力量相对分散,“大合唱”式多元调解仍有短板等现实梗阻。为此,要坚持系统思维和整体性治理原则,从重塑治理观念、优化治理机制、完善治理体系、畅通治理渠道、夯实治理基础等五个维度靶向消解治理梗阻。Strengthening the source governance of petition is the fundamental strategy to curb the“increment”of grassroots petition.This study takes the source governance of petition as the entry point,selects the practice of petition governance in W city in southern Anhui as the analysis sample,and attempts to decode the practical mechanism of source governance from the regional practice of petition and explore the strategies of source governance.Research has found that the source governance of petition relies on a series of governance mechanisms,including the mechanism of conflict investigation and early warning,the mechanism of first handling of petition,the mechanism of party and government leaders receiving and handling cases,and the mechanism of supervision and effectiveness.Currently,the factors that affect the improvement of the quality and efficiency of petition governance are complex and diverse.There are practical obstacles such as the lag in grassroots petition governance concepts,with a“temperature difference”in action promotion;the weak legal rights protection awareness of petitioners,with a“deviation”in ideological understanding;focusing on resolution and neglecting prevention,with the urgent need to improve the“treat before the illness”prevention mechanism;relatively dispersed dispute resolution forces,with shortcomings in the“chorus”style of diversified mediation.Therefore,in order to effectively target and eliminate these governance obstacles,it is essential to adhere to systematic thinking and the principle of holistic governance.Furthermore,efforts should be focused on five key dimensions:reshaping governance concepts,optimizing governance mechanisms,improving governance systems,unblocking governance channels,and consolidating governance foundations.
